We had around 1,500 people take part in the survey from across Plymouth, South Hams and West Devon, over half of which have never taken part in a conversation about the Joint Local Plan before. My community group would like to be more involved in planning consultations in future beyond filling out a survey itself, is there a way to do this?Yes! Please contact us with some details about your community group so we can add you to our mailing list and get in touch well ahead of any future consultation activity. There are specific topics which I feel this consultation fails to address, will these be covered at a later date?Yes, the reason for this initial consultation is to help us understand more about people&rsquo;s current ability to access facilities and services. It will be a reference point for more detailed future conversations which concentrate on more focused topics.

4. How is community infrastructure currently funded and how can i check how money is being spent?The primary source of funding for new infrastructure in planning process is captured through Section 106 agreements. These are legal agreements signed between developers and a relevant Local Planning Authority as part of the planning application process. Plymouth City Council also have an adopted Community Infrastructure Levy.In the simplest terms these mechanisms can be described as follows: &nbsp;Section 106 Agreements usually relate the individual circumstances of a planning application and the improvements or financial contributions which would be necessary to make a development proposal acceptable at that location in planning terms. Examples of uses for funding include affordable housing, ecological improvement, adaptation and mitigation measures, flood protection measures, school or healthcare service contributions, and local highway and footpath improvements. The allocation of funding is subject to legal tests, any obligation being sought by a Local Authority must be:<ul type="disc"><li>necessary to make the development acceptable in planning terms;</li><li>directly related to the development; and</li><li>fairly and reasonably related in scale and kind to the development.</li></ul>Section 106 agreements are often a key point of negotiation and contention during planning decisions due to the variety of competing needs and funding requests made by statutory stakeholders and communities. In some circumstances there will not be enough funding generated by development to meet all funding requests. In such circumstance it is matter of planning judgement for specialist officers and elected councillors as to whether a proposal can still be acceptable in planning terms, and if so, to prioritise the allocation of funding as part of the decision-making process.The Community Infrastructure Levy (CIL) is only applicable to development in the Plymouth City Council area.&nbsp;CIL usually applies to delivering strategic improvements, sharing costs across multiple development sites to deliver or improve infrastructure across a Local Authority area. Examples include strategic flood defences, major road improvements and strategic public realm improvements.Funding allocations usually relate back to evidence collected about infrastructure requirements which informed Joint Local Plan adoption in 2019. The amount charged to developers relates to the location and type of development being proposed in accordance with a <a href="https://www.plymouth.gov.uk/community-infrastructure-levy">Charging Schedule</a>.It is important to remember that the national planning system provides for a presumption in favour of sustainable development and is designed to incentivise development. Therefore, if no development is permitted, no money is collected to help pay towards local infrastructure improvements. &nbsp;&nbsp;We are required to publish information about how we spend money generated through development for central Government review. 5. What is the relationship between this survey and Neighbourhood Plans?Neighbourhood Plans are part of the Development Plan alongside the Joint Local Plan. The Development Plan is the basis for all planning decisions in any given area.&nbsp;Views expressed within My Place My Views may provide information which is useful to current and emerging Neighbourhood Plan Groups when they consider undertaking their own community engagement activities considering development priorities where they live.The views collected in My Place, My Views will also sit alongside the consultation work Neighbourhood Plan Groups have already undertaken in their local areas. The more information we all have, the better informed we will be of our communities&#39; priorities in our future plans.6. How can I find out about where land has been allocated for development in the Joint Local Plan?Maps showing land which has been allocated for future development for all three Joint Local Plan authorities can be viewed on our policies maps available from <a href="https://www.plymouth.gov.uk/adopted-plymouth-and-south-west-devon-joint-local-plan" id="isPasted">https://www.plymouth.gov.uk/adopted-plymouth-and-south-west-devon-joint-local-plan</a>.&nbsp;We have also begun included high level status updates for land allocated for development within our joint Authorities Monitoring Report which can be viewed at <a href="https://www.plymouth.gov.uk/authorities-monitoring-report">https://www.plymouth.gov.uk/authorities-monitoring-report</a>.&nbsp;In Britain we have a discretionary planning system which means that that land uses may be subject to some negotiation and change following the adoption of the Development Plan following balanced consideration of the individual circumstances on a site.&nbsp;7. Why do we allocate land for new houses when most new homes are not affordable in real terms?Every Local Authority is required to allocate land to meet the housing need of the population. In planning, the housing need in a local authority area is defined by central Government and enforced by the Planning Inspectorate.&nbsp;We are required to pass an annual <a href="https://www.gov.uk/government/collections/housing-delivery-test">Housing Delivery Test</a> and provide evidence to Government we have enough housing sites with a realistic prospect of delivery in the next five-year period. This is to provide confidence to Government we have the ability to build the assessed level of homes needed in our authority areas.&nbsp;If a local authority is unable to demonstrate enough land to deliver a proportionate amount of housing need within any five-year window or fails the Housing Delivery Test, national policy stipulates that local policy and planning committees have reduced control over the location and details of speculative development proposals until the identified shortfall in housing delivery is met. It is therefore in a local authority&rsquo;s interest to steer housing development to the most sustainable and viable locations available at the time of plan making and thus maintain the opportunity for officers, residents and councillors to positively affect development proposals.&nbsp;The definition of affordable housing for use in planning is defined nationally within the National Planning Policy Framework. This definition is the basis for a viability assessment which was undertaken when the Joint Local Plan was adopted to calculate the amount of affordable housing which should be able to be delivered when developers build housing sites. There is a requirement for 30% onsite affordable provision for all sites of 11 or more homes. &nbsp;The assessment used standard assumptions and therefore developers are allowed to submit their own detailed viability assessments in cases where abnormalities mean they would be unable to build the expected number of affordable homes at a site to allow a suitable return for the level of financial risk they have taken.A suitable return is currently defined nationally within <a href="https://www.gov.uk/guidance/planning-obligations">Planning Practice Guidance</a> as between 15-20% of gross development value (see Paragraph: 018 Reference ID: 10-018-20190509). &nbsp;8. Who are we?This consultation is being run in partnership by Plymouth City Council, South Hams District Council and West Devon Borough Council.
